Authorizing 'apartment-like' structures could help with housing struggles

Letting families build an extra, “apartment-like” structure beside their homes could open up a number of doors for residents that are facing housing woes, according to testimony heard at the Guam Legislature this week.

Bill 51 would allow for the small structures, dubbed “accessory dwelling units,” to be built on lots that are zoned only for a single-family home. The units are meant to allow aging family members to live out their days in peace.

But with soaring housing costs, it could open up a number of doors for residents, according to realtors and those who showed to testify.

Business owner Bistra Mendiola said that young people should also be considered in the measure, as they were also impacted by the high cost of living.

”You have graduates, you have college students, we have UOG students that want to be separated, you know, they want to start going on that independent path, but they just can’t.”
