"The Guam Cottage Food Freedom Act of 2027."
Almost every U.S. state and territory, including the Commonwealth of the Northern Mariana Islands (CNMI) through its Cottage Food and Microenterprise Home Kitchen Operations Act of 2025, has adopted laws to support home-based entrepreneurs while protecting public health. Drawing from successful models in states like Alaska and California, as well as CNMI's emphasis on low-risk foods and home-cooked meals, this Act aims to stimulate entrepreneurial activity, preserve family recipes, and grow small businesses.
Vision
Guahan’s ancient island culture and modern economy provide meaningful grounds for cottage food businesses selling unique homemade food items, including, but not limited to traditional Chamorro recipes like guyuria,rosketti,jams and pickles.

The Guam Citizen Emergency Preparedness Act
Guam's geographic isolation as an island territory in the Pacific Ocean makes it vulnerable to natural disasters, such as typhoons, earthquakes, and supply chain disruptions, which could interrupt access to essential food and water.The purpose of this Act is to authorize the establishment of a special fund within the Department of Public Health and Social Services (DPHSS), allocated by the Legislature, to provide grants directly to Guam citizens for the purchase of emergency food and water treatment supplies sufficient for a 14-day period per household, and to empower the Governor to expedite processes during declared emergencies.

Vision
We all know that we are most resilient when we take the initiative in our own hands. From typhoon and earthquake preparedness, to potential military, or cyber strikes on our island. We can be ready for the worst. And the Government should not stifle the supply kit distribution. We all know how procurement can go.....
